William Bruce Hemphill

Mr. Hemphill is a graduate of the United States Naval Academy. Upon graduating with a B.S. in Political Science, May 1971, he began serving as a shipboard commissioned officer ultimately serving on 14 different ships. During his 39 years of commissioned service he received personal decorations which include Legion of Merit, Meritorious Service Medal, Joint Service Commendation Medal, Navy and Marine Corp Commendation Medal, Combat Action Ribbon, and Battle Efficiency Ribbons.

After his active duty service was completed, he served in the Navy Reserve and was ultimately promoted to Captain. For two consecutive years he served as the Duty Captain, Pentagon's Navy Command Center which required top secret/SCI clearance. He traveled extensively to several countries on Navy and NATO assignments.

Mr. Hemphill has served in many different capacities within the personal injury and insurance industry. Most recently he was the Director of Legal Affairs for – ESIS, Inc, which is a third party insurance claims administrator with $220 million in annual fee revenue providing services to Fortune 500 self-insurers and major insurance companies. He also served as president and founding partner of Advanced Insurance Management Services Inc. (AIMS) which is an insurance audit company. In 2002 the company successfully audited over $500 million in loss payments.

BRUCE HEMPHILL, ESQUIRE, PA – 2004 – PRESENT – A general practice law firm with a focus on personal injury, insurance matters and commercial transactions for private individuals and small businesses in Cecil County, Maryland. Appear in local Maryland courts as well as occasional appearances in courts and administrative boards in Pennsylvania. However, our objective is to negotiate and settle matters as timely and fairly as possible for the benefit of our clients. 
  • ADVANCED INSURANCE MANAGEMENT SERVICES, INC. (AIMS) PRESIDENT AND FOUNDING PARTNER: 1999-2001
    Created a successful insurance audit company providing electronic claim audit services to the insurance industry through a proprietary chaos logic modeling system.

    Product line officer for an insurance services provider, responsible for development and delivery of standard and new products for $60+ million per year CIGNA subsidiary.

    1985-1989 DIRECTOR OF SYSTEMS MANAGERS – CRIS PROJECT, CIGNA CORP. Managed/trained professional managers to provide clients information management services.
    1982-1985 TECHNICAL SYSTEMS MARKETING MANAGER - INA/CIGNA CORP. Developed on-line loss information system/deployed it to 800 commercial insurance clients.
    1980–1982 OPERATIONS MANAGER – INSURANCE COMPANY OF NORTH AMERICA Managed insurance financial processing center (150 employees) handling $3 billion annually. Received two stock/bonus awards for efficiency.
    1978-1980 SUPERVISOR TRAINEE, ALLSTATE INSURANCE COMPANY
    Promoted to supervisor and Unit Manager within 13 months. Awarded special rotation to Controllers Department.

MILITARY SERVICE

  • UNITED STATES NAVY - COMMISSIONED OFFICER
    1993-2001 CAPTAIN, U. S. NAVY RESERVE – Commanding officer for six different units in Philadelphia, Norfolk, and Washington. For two consecutive years served as the Duty Captain, Pentagon Navy Command Center. Maintained TOP SECRET/SCI clearance.
  • 1977-1993 U.S. NAVY RESERVE - Held various positions of increasing authority in units of Military Sealift Command; Special Inshore Warfare; and ships of the Reserve Fleet, including Commanding Officer twice. Traveled extensively in Scandinavia, Europe and the Caribbean on Navy and NATO assignments.
  • 1971-1977 COMMISSIONED OFFICER – ACTIVE DUTY - Served as a commissioned officer including two shipboard tours in Vietnam and staff officer for a general staff.
