Mr.
Hemphill is a graduate of the
United States
Naval
Academy. Upon graduating with a B.S. in Political Science, May 1971, he began
serving as a shipboard commissioned officer ultimately
serving on 14 different ships. During his 39 years of
commissioned service he received personal decorations which include Legion of
Merit, Meritorious Service Medal, Joint Service
Commendation Medal, Navy and Marine Corp Commendation
Medal, Combat Action Ribbon, and Battle Efficiency
Ribbons.
After
his active duty service was completed, he served in the Navy Reserve
and was ultimately promoted to Captain. For two consecutive years
he served as the Duty Captain,
Pentagon's
Navy Command
Center
which required top secret/SCI clearance. He traveled
extensively to several countries on Navy and NATO
assignments.
Mr.
Hemphill has served in many different capacities
within the personal injury and insurance industry. Most
recently he was
the Director of Legal Affairs for ESIS, Inc, which
is a third party insurance claims administrator with
$220 million in annual fee revenue providing services to
Fortune 500 self-insurers and major insurance companies.
He also served as president and founding partner of
Advanced Insurance Management Services Inc. (AIMS) which
is an insurance audit company. In 2002 the company successfully
audited over $500 million in loss payments.

1993-2001 CAPTAIN, U. S. NAVY RESERVE Commanding officer for six different units in Philadelphia, Norfolk, and Washington. For two consecutive years served as the Duty Captain, Pentagon Navy Command Center. Maintained TOP SECRET/SCI clearance.
- 1977-1993 U.S. NAVY RESERVE - Held various positions of increasing authority in units of Military Sealift Command; Special Inshore Warfare; and ships of the Reserve Fleet, including Commanding Officer twice. Traveled extensively in Scandinavia, Europe and the Caribbean on Navy and NATO assignments.
